This concept has been in national newspaper NRC Handselsblad, de Volkskrant, on radiostation BNR Nieuwsradio and the weblog Sargasso.
NRC Handelsblad published it first on 29 August 2006 (png) republished on 30 August 2006 in their sister-publication NRC Next. Then again on 13 November 2007 (png) in a piece against political parties. At 1October 2010 on their blog, including a discussion in the comments. Then as a letter to the editor on 24 May 2012 in NRC Handelsblad and on 25 June 2013 in the newspaper for Amsterdam, Het Parool, as a letter (also on the Netwerk Democratie blog). Most recently in de Volkskrant on 15 September 2015.
On BNR Nieuwsradio I could explain (in Dutch) the concept for nearly 11 minutes on 20 August 2010 (mp3). After I published it on the blog Sargasso on 9 August 2010. Also read the translated transcription.
My piece in NRC is also republished in a longer version by thinktank ‘Waterland’ in September 2010.
My experience is that it is received with silence. Especially by those in power. Readers and listeners tend to agree and/or react with ‘better’ proposals, which are generally a kind of more direct democracy. A dominant counter argument is that ‘this is not the practise now and it will not change’. It has to change.
